Interesting experiment. I saw one thing there - TD4 was used on one cell, and TD2 - on the other.
It is possible that the mode switching settings for different cells are different (one cell is all "on the drum" - get TD4 and sign it, and the other settings are different).

b7 requires spectrum conversion

Another stupid question from me - in B7 in St. Petersburg for T2 needed a conversion? By the time T2 launched LTE in 1800, St. Petersburg already had networks in B7, and it seems like all B7 was clean and licenses were purchased for it. (B7: MF + Yota from 2012, MTS from 2014, Bi seems to be from 2011, and everyone at the beginning built the network at 2600, and for some reason T2 took and started building from 2015 in B3?)
What did you mean by spectrum conversion? Maybe I misunderstood something?

Here an interesting observation of Beeline made:
There is a blocked SIM, I switch the LTE bands in the modem's web-muzzle, I get this result
B1 2100 and B8 900 - no network,
B3 1800 and B7 2600 andB20 800 !!! - restriction in the network. It turns out that Beeline and something in B20? Although earlier, when I did tests (on the active SIM card), I did not want to connect to this range of the modem.
