As far as I know, you can select a specific SIM in the SIM setting in the "phone calls" item, and all outgoing calls will go through it.
If you do not have programs that choose SIM on the outgoing number.

Sergio_Good , full compliance with your requests, I think you will not find. (if you find, share with us) The closest isTrue Phone - Phone, Contact (Post nevskiyen # 35866240).
There you can configure calls on the mask from different SIMES. And in the call journal there is the opportunity to choose a SIP for calling, though the choice is limited.
