I think investing money in such a project, Microsoft thinks about it.
Windows Phone 7 is a pretty good example of how investing money does not give the desired effect ...

You do not confuse RT (ARM) and Win 8 (x86). There was no CP for ARM, Microsoft was officially talking about this, because even then there were no devices for it, and each tablet should be developed individually for Win RT. Therefore, it was only the version for x86, and everything was tested on the Samsung Slate, being at the beginning an untitled reference device.
