The RAW format contains much more color information than jpeg, so all color manipulations, exposure should be carried out only in RAW (if available). I can advise Adobe Lightroom - it is much more convenient for Photoshop to handle a large amount of photos. There it’s somewhat difficult for a beginner to figure it out, but if you really understand it, then for most of the tasks it is more than enough.

There is always a chance that the native RAW converter understands more information from a RAW file than Photoshop. For example, in Nikon there is such a feature as D-Lighting, and I have not seen something not one program, except for my own Nikon, which would be able to use the data of D-Lighting.
Another thing is that for processing most of the photos, a direct opening of the RAW-file in the FSH or Lightroom is enough.

Except for such rare cases (when you need to pull out parts from the shadow or use other specific features), it does not matter which software to use. Photoshop in the same way allows you first, using a variety of parameters, to convert the photo into RGB space, and then edit it with standard tools. What, in fact, does not differ from the chain of RAW ->converter ->jpeg ->Photoshop.

So use what is more convenient for you to use, and start experimenting with different combinations of software in the event of non-standard situations.

Generally speaking, Active D-Lighting does not just put labels in NEF files, it affects the data itself. So they see, and show as a result, these are all programs, but only Nikon programs can make changes to their algorithms to exactly match Nikon's ideas. A couple of years ago I switched to DXO Optics Pro, which is now called DXO PhotoLab. It is most correct, from third-party programs, NEF understands.
