Nikon has such a feature as D-Lighting, and I haven’t seen anything other than one program, except for my own Nikon program, which could use D-Lighting data.
Generally speaking, Active D-Lighting does not just put labels in NEF files, it affects the data itself. So they see, and show as a result, these are all programs, but only Nikon programs can make changes to their algorithms to exactly match Nikon's ideas. A couple of years ago I switched to DXO Optics Pro, which is now called DXO PhotoLab. It is most correct, from third-party programs, NEF understands. By the way, there are now some chips from the programs from Nikon appeared (U-point).

The RAW format contains much more color information than jpeg.
More precisely, there are more digits per color saved than jpeg. All the same information directly from the matrix in fact. For example, in Nikon (D7000, for example), you can choose a bit width of 12 or 14, which is much more than 8 bits in jpeg.

If it's in jpeg, then it's not always possible to fix it. Just the information in the highlights and shadows may already be lost. If raw, then twist the curves. But even here the result is not always guaranteed.
