General information
Since the last transfer of the number to another operator should be more than 60 days. The new number can be transferred immediately after activation.

I have already been refused transfer three times due to the presence of congestion. I have already checked all the numbers registered to me on Tele2 and Megafon - there are no debts anywhere.
Operators in the salons can not help, they also do not understand why the refusal. I called Tele2 technical support, they said they were allegedly having some kind of technical failure - they advised me to contact Megafon salon to write an application again, wrote - in the end, it was again a refusal.
