After it was decided not to revive "people in black", but to create a new organization consisting exclusively of cyborg - the "alien affairs committee".
The committee included the best representatives of the world of machines, and the most unsurpassed of them was Agent Kappa (also known as Cyberlos), who was assigned the most important tasks.
