I ask for your help for a week now I have a new laptop with a Ryzen 5 2500u processor, the other day I noticed that it always works by default at a frequency of 2.00 GHz.

Although its capabilities are much greater, I have already tried all possible options such as:

Updated by Bios (C official site).

• In the power settings I set the maximum productivity.
  
• Updated all possible drivers.
  
• But the problem remains in place, the frequency as it was 2.00 GHz and does not think to increase.
  

I ask for your help since I am already at an impasse and do not know what to do next.

I have win10 on HDD and ubuntu18 on SSD. I didn’t look at the frequency, I’ll look. The laptop itself is cold, but the fan constantly buzzes on win, on linux - perhaps the frequencies are cut off.

Yes, the cores really work at 1996MHz on AIDA64 and 2GHz according to BIOS and inxi in ubuntu 18.04.
UPD: but generally speaking, this is the base frequency of AMD 2500U, according to the specification, so everything is fine.

I tried to remove the HDD, put Linux on it through the computer and through another laptop - everything is fine.
I return the HDD to its place - in the BIOS of this laptop there is generally no such loading point.

When loading, press 'e' in the selection menu and configure the apic interrupt controller. More opial in the 330s branch, see the link above

I tried to disable secure boot in bios / uefi - it did not help. Googling revealed the reason - this is an old song with an apic interrupt controller, on some hardware it leads to crashes. The easiest way is to disable it altogether: when installing in the boot menu, you need to click the 'e' button and add it in the config after vmlinuz noapic. This allows you to boot, but it locks the touchpad (you had to connect a mouse) and possibly other functions. The detailed gugelege subsequently gave a more correct solution: instead of noapic, it was necessary to drive ivrs_ioapic [32] = 00: 14.0 After which both the boot and the devices work. In order for everything to load automatically, you need to perform a dance with a tambourine: at the first entrance after loading, press 'e' again, find the line of the linux / vmlinuz config ... and drive ivrs_ioapic [32] = 00: 14.0 at its end, boot and in the console, fix / etc / default / grub - find and add the line default cmd next. image: GRUB_CMDLINE_LINUX_DEFAULT = "quiet splash ivrs_ioapic [32] = 00: 14.0". After reboot, everything will work.

There was a reference to the source, and there is another to the source of wisdom. In general, bios uses the I / O direct addressing method and when loading it needs to connect the virtual addresses of the controllers with the physical ones, this is done in the IVRS table (I / O Virtualization Reporting Structure), the noapic controller for some reason did not get into this table, hence Problems. Using the console, addresses were obtained and registered in the bootloader, more on the links.

In my case, it didn’t help. Config i7 / 8Gb / SSD128 + HDD1000 / 1050.
Windows (10) got up with a whistle, I found the driver myself, but I still installed everything myself from the manufacturer’s website.
But I can not cope with Linux ...
I tried Kubuntu 18.04 and 18.10, wrote both noapic and ivrs_ioapic [32] = 00: 14.0, immediately after vmlinuz and at the end, before three minuses - it only reaches the screen for choosing whether to start live or install. If you choose "try cubuntu", then on this screen and hangs in a couple of seconds. If you select "install", then it hangs after 2-3 screenshots (on the choice of networks or on the next one, where you put a tick "install codecs .....").
In UEFI, UEFI mode, switching to Legacy does not help :(
Secure Boot is disabled.
The AHCI mode selection was never found anywhere (ofigel himself!).
Help advice, plz. I want (and need) to install Linux.

If you boot in compatibility mode, then the touchpad does not work, the disks are visible and the system is even installed. but after installation it starts for a very long time, works very slowly and eventually freezes.
If you collapse the Xs, then you see errors on acpi and then the dog swears that one of the processor cores is looped.
And the most interesting: neither noapic nor ivrs_ioapic [32] = 00: 14.0 do not change anything!
