Hello!

Opened the topic, because became the owner of this device. Perhaps there are like-minded people to search for the truth.
In our country, the car-net functionality is not activated on this device: traffic jams, weather, POI, news, etc. Everything is natural online.
There are also delicious chips available only on certain machines / configurations: performance monitor, offroad mode.

A couple of interesting moments from it:
1) If you share WIFI on the radio tape recorder, telnet on port 23 will be available (I haven't had time to check it myself yet).
2) If it does not work with WiFi, it is possible to connect one of the usb-eth adapters and try telnet to the address 172.16.250.248 (on the laptop, for example, configure 172.16.250.247).

It is not officially represented in Russia, there is a third-party solution from D-Tech, which organized their server with similar functionality. But this is a paid solution. Yes, and the presence of the carnet icon does not mean at all that it is activated, it is just an icon and it is easily included in adaptations.
