Close all applications. Perhaps Skype, flashlight or some kind of video chat is open for you, then try to start the camera.
If nothing of this is open, try in the settings - applications - all - camera - delete data and cache. will reboot.
It is possible to install another camera application with Google Play (or another place).
If it does not help, then try hard reset.
If it does not help, then reinstalling the firmware will help exactly (unless of course the camera is mechanically broken)
