Occasionally it happens on separate devices, it helped either resetting and reconfiguring or option below if it is undesirable to do resetting.
You can try to fix it. Installthisthe application, find the system_locales parameter in it and change its value to ru-RU. If such a parameter is not found in the list, you need to create the system_locales parameter yourself and set its value to ru-RU (or another one according to which locale is needed), and reboot the phone. In 99% of cases, it helped and after these manipulations, it stopped flying the language, even if it was changed to morelocale2
