Titanium does not restore applications that have been made system, titanium for system applications restores only data, that is, applications transferred to the system partition after firmware titanium cannot be restored. You can put them back into the systems section and recover the data with the titanium. But honestly, I was disappointed in the Titanium and lately I use it only to freeze some system applications that cannot be frozen using standard tools. A smart switch from Samsung works much more correctly with saving and restoring. By the way, you can use it to rotate the operation you wanted to do. That is, create a backup, flash, make the system applications that you have had on the previous firmware and restore the backup on the new firmware. It should work.

P.S. As a backup, you need to do / look for TWRP. There is no better way :)
