ROOT

From Settings, select About phone.
Tap the Build number entry seven times. On the seventh tap, you will be that you are now a developer.
Return to Settings. Developer options should now be visible.

Root is disabled by default on CM12.1. To enable it go to Settings>Developer options>Root Access and ADB.
