For video surveillance of the site, I purchased the NEXX WT3020F router on Ali, and the Huawei 8372 modem took LTE to it. I installed ASUS firmware from Padavan on the NEXX WT3020F. I picked up an OpenVPN server in the cloud. I connected an LTE modem to a router via USB. The router configured to work in the OpenVPN client mode. As a result, it worked, but the transfer rate via VPN does not rise above 1Mbit / s.
Think maybe a bottleneck LTE network?
I connect the phone via WiFi to the LTE modem, I check - the speed is 20-30Mbps

I guess maybe a USB bottleneck?
I connect the router to the LTE modem via WiFi, as an AP client in Bridge mode and again a speed of no more than 1Mbps.

To check, I disable the VPN client mode and the 1GB file on the OpenVPN server, upload and download at a speed of more than 15Mbit / s.

Only one thing remains; maybe the NEXX WT3020F processor can't handle VPN traffic? In the mode of intensive data exchange I look at the CPU load of the router, it shows 8%
I also tried to reduce the capacity of encryption and authorization algorithms to a minimum, but the result is the same.

What could be the problem? Is it possible on the NEXX WT3020F, through a VPN tunnel, to increase network traffic to at least 10-20 Mbit / s?
