Not this way. In iOS, there are different types of applications in the background.
For individual applications, the system gives a time limit for folding processes and closing (about 15 minutes).
Other programs can work in the background all the time.
Some go to standby immediately as soon as the application is minimized.
It depends on the developer.

The system of memory allocation is as follows: first, all the necessary memory for itself is taken by the system (as a rule, it is 90-95%, if you look in the applications). The system allocates memory programs. The current process of the first program takes all the memory it needs.
