Faced a similar problem on iphone 5s. It turned out that before me the phone was in the service center, where the display module was replaced. The button was not installed from the old module, so the touch id did not work, as I understood it, the button is linked to the process, so any others will work only as a home button, and if you want a touch id to work, set a native button. We arrived at the service, we quickly found our own button and returned it. Set the button in place, voila, touch id earned.

The problem with touch id arises mainly due to a clumsy replacement, either they do not return the native key, or they spoil the loop or button itself.
