Half-discharged battery shows 1500 mAh fully 3000mAh
It is not possible to "show" the battery charge in mAh. You can measure the voltage at the contacts. Knowing the remaining characteristics and calibration results, you can calculate how many percent is left.
The easiest option is to put an ammeter in the charge circuit. If a current of 1A flows during charging and charging takes 3 hours, then 1 * 3 = 3Ah or 3000mAh.
This phone is charged with a current of 500mA in 3 hours, which means its capacity is 1500mAh. This is without taking into account losses and a decrease in current at the end of charging.
Here I somewhere posted pictures and results of measurements. Measured with an ordinary ammeter, then checked with such a little thing.
