If you order from the USA, you will have to buy only American cartridges (due to regional protection, associated, according to N representatives, with differences in ratings and laws in the USA, Europe (where Russia also applies) and Japan) and not to hope that it will be possible to play Japanese or European (which we will sell) cartridges.
I do not know about localization, but most likely, the documentation will be in English and for the United States. In the European version a lot of different booklets are enclosed in the main European languages ​​(to which Russian also applies). I do not know about the localization of the console itself.
