C UTF-8, I did not succeed; helped
only Switch to UTF-16.
Regarding how to find out the encoding, I can only offer a “rough” way: open the file through the viewer in Far Manager and try to read the text information of the tags, manipulating the encodings.
P.S. I found information about foobar in google, but I really do not like to put all kinds of “bars” :) mp3tag does its job perfectly (but, for good, this is a big “cant” of MS - in the 21st century to have problems with encodings ... wow! )
