Unpack the received archive adt-bundle-windows-x86-20130219.zip
in the root partition C: or another, D :, for example.

Install Unlock Root 3.1.
Part 1: Install ADB Driver (Android Debug Bridge)Run the file SDK Manager.exe (
D: \ adt \ SDK Manager.exe). In the window you will see a list of an installed elements. In this case (Fig.1)
