The instruction is there, but it is so-so, uninformative. Try pressing the reset button. Next, turn on the modem (press and hold the (-) button for more than 3 seconds). The power indicator will turn on, then, after some time, the WiFi indicator. If the indicator does not light up, then you need to wait for the 10th and try to turn on the router in the LTE network coverage area (the instruction says that wi-fi may not be heard if there is no LTE connection).
