As I understand it, HTC devices with S-ON are not supported, because you need the ability to write to the system partition.
What does it have to do with S-ON? The S-ON (Security On) flag is responsible for enabling / disabling commands to the loader that can do something with the device (for example, erase, write, overwrite the entire section, accessing it directly into flash memory).
The author of the application meant that when you try to write new hosts in / system / etc - the system partition can only be mounted for reading, which means that you must first mount it for reading / writing
