I solved the problem in a slightly different way. Made a canned antenna for a modem. The 3G signal increased from 19% to 51%. Switch to 2G mode has stopped.

TimeheartBad or not at all? If absolutely, then maybe your network type is set to "Only GSM" or is it just worth hanging up the modem on the window to improve the signal?
Try the same type of network to put "WCDMA only"

The E1750 is a cheap modem from a cheap Chinese manufacturer, and the SGS2 is a top smartphone from a leading global manufacturer. Do you feel the difference? ;) I have three huavei - e1750, e173 and e367 and everyone accepts worse than a simple LG Optimus Me. It is treated with a USB extension cable and making the modem higher, closer to the window, etc. (3G is 2100 MHz and is heavily absorbed by any medium).
