What to use to get this effect?

Svp- free option, at the moment "out of the box" is already working with almost no problems. Everything loads by itself, it only remains to choose profiles for you. Starting with version 3.0, it supports acceleration using a video card, which helps to achieve almost double the performance gain.
You can also create a script and convert the video to Xvid4PSP (in principle, you can in any other program) for viewing in offline mode - for example, on the phone (if only it pulled 60 fps);)

Splash PRO- $ 20 (there is a 30-day trial to try). In general, everything always works stupidly, as long as the processor power is sufficient :) In the last update, the quality has significantly increased and in my opinion has reached the level of SVP (and the memory consumption and processor load are much lower).
