On the HTC HD7, HTC Pro, HTC Mozart - works exactly.

At first flatly refused to work with the HTC Surround, finally earned, that instruction from one user to the XDA:
1. Connect the device to the PC through usb
2. Reload device without disconnecting from usb
3. Synchronize with zune
4. Enable "usb storage enable" (in enable mode)
5. Close zune
6. Disconnect and attach back device.
