Here is a solution for S ^ 3 and sort of for N97.
I tested it on C7-00 - it works, including auto-updating of time from MTS.

For smartphones below Symbian 3, the update for the N97 mini helps. For updates for Symbian 3 for some reason they either fail or are rejected by a system that takes a file from disk Z. I tested it on my old N95 8Gb. Now it is always winter time GMT +3.00 as it should be now. This applies to the Moscow time zone. Sorry for the others, they can’t say anything because I’m in Moscow.
