It was widely practiced in overseas purchases before (when the duty-free threshold was only 10,000 rubles). In any case, the seller does not always agree to understate for you the "invoice". For example, in the US, this is against the law.

Asian sellers are usually more compliant and are quite willing to designate a laptop worth $ 1,500 as “electronics” at the price of only $ 10-100. However, I do not recommend lowering the price of the lot for two reasons. First, in case of doubt, customs officers can open the package and make an independent assessment of the goods. Moreover, both the price in the country from which the package was sent (for known goods of large manufacturers) and the price of similar goods in Russia (and here, you understand, you can “get to the money”) can be taken as the base value for the evaluation of goods. The second incentive to indicate the real prices is that in case of damage or loss of the parcel postal insurance will be compensated only for the amount specified in the invoice. By the way, parcels sent by courier services (excluding EMS), as a rule, are examined more carefully. When using their services, you will likely have to deal with customs more often.

If your parcel is subject to payment of customs duty, then you are likely to be called to customs by special notice by mail (or by calling from the courier company, if you used their services). But there are cases when the fee is offered to pay directly at the post office upon receipt of the parcel - it will not be returned without money.

About the delivery time. They are long, get ready for this immediately. If the parcel arrives from the USA to the Russian customs in less than a week, then we have it for 1-3 weeks, how lucky it is =). Especially if you do not live in Moscow. Mail of Russia - the organization is terribly slow. On average, the delivery time is 3 weeks, although there are exceptions to both the big and the smaller side. Moreover, this period does not depend on the country from which the item was sent. At the beginning of 2010 there was a period when the parcels went on for two or even three months. Many are skeptical about purchases abroad, because they are afraid to pay in advance who they don’t want and do not want to wait long for delivery. Of course, delivery is a minus. Paying for a thing you want to have it immediately, and not in 2-3 weeks, but there's nothing you can do. It is better to 2-3 weeks and save up to 2-3 times than unreasonable overpayment. As for the rest - as I mentioned in the post, there are quite transparent transaction protection programs - both in eBay and PayPal. Both services cover the full cost of the order, including shipping.
The eBay Buyer Protection security system, in my opinion, is less preferable. Someone (let's call him Vasya) had experience with her when an inexpensive lot disappeared and the seller did not get in touch. I created a complaint (claim), saw a message saying that I would be answered within 24 hours and waited. After a month there was no answer ... Since the amount of the transaction was small, Vasya was not particularly nervous, but after two months, when the complaint was still “in the process of consideration,” Vasya wanted to find out what was wrong. EBay has very good support, Vasya contacted a consultant, and he promised to resolve the issue. A few hours later the auction sent me a coupon for the required amount. Notice, did not return the money to the card, but gave a coupon for purchases on eBay itself. Agree, this is not the most convenient way to recover damages - and if the thing was expensive and you needed real money? In the opinion of the people I managed to find, “eBay Buyer Protection” is always unhurried. Plus system - it covers the transaction paid not only by PayPal.
In general, I recommended to everyone and I recommend to create complaints in PayPal, they have their own “Purchase Protection Program”. As with eBay Buyer Protection, the buyer has 45 days to create a dispute. I once applied for a refund (the seller ignored me) and received money back without any problems. PayPal support works quickly (a strictly defined period is allocated for each stage of the case), and the funds are returned directly to the card.
I summarize - if any problems arise with the parcel (not sent, it takes too long to go, was lost, came damaged, it was not that, etc.), then do not panic - you are protected and most likely everything will be decided in your favor. However, the first step is to try to solve the problem with the seller. Ask him a question of concern to you and wait for an answer. Keep in mind that most sellers live in different time zones, and they also have family, work, business, so do not expect an immediate answer - give the person 1-2 days. In the overwhelming majority of cases, the seller will respond and meet you - he will return the money, send another lot, etc. If there is no answer, repeat your question in a more rigid formulation. Silence again - there is already a reason to leave a negative feedback (review), contact eBay or PayPal and create a dispute.
Simple disputes are resolved quickly in favor of the buyer. But there are also complex ones - for example, instead of a phone, you received a box with soap. Here it is necessary to prove that it was not you who changed it all. In particular, you need to take at the mail an act of non-compliance of the contents of the package invoice, take photos of the box, open a case to the police, etc. Examine all the facts, communicate with both parties and make the final decision about whether to return the money to you, will be PayPal experts. But again - more often everything is decided in favor of the buyer.

Feedbacks on eBay

Reciprocal feedback after the transaction on eBay is a very important part of the auction. It is the review system that allows us to sift out dishonest sellers. Sellers often leave feedback immediately after you pay the lot (the faster the payment, the more positive the feedback). We, as buyers, leave feedbacks only after receiving the lot. A good system is “the buyer is always right.” But this does not mean that we have the right to deceive sellers - the mechanisms of regulation exist for us too. The only thing is if the money is returned to you, and the parcel has nevertheless arrived, show honesty and pay the seller for it again, do not reduce the number of people willing to send the lots to Russia.
For Russia, Paypal is already available for some time and even translated into our language. True, the balance of the Russians is always zero - the money is withdrawn directly from the card. We cannot receive money in Paypal - only pay. However, refund (refund in case of any problems with the transaction) can be obtained in any case.
Registering with Paypal is quite simple, it only requires to have a classic bank card - MasterCard Standart or Visa Classic (as well as various variations - Premium, Gold, Virtual, etc.). Please note that Visa Electron or Mastercard Maestro will not work, as they are not intended for online payments. The card can be either a credit card (with a “minus” care limit) or a debit card (the most common salary), an account - both currency and ruble.
You can get a plastic card in almost any bank - its production takes several days, the annual fee for servicing the card is rarely more than 300-600 rubles. In any case, a plastic card is a useful thing, it is worth having it not only for the sake of shopping abroad. There are cards without a fee for issuing, servicing, and commissions, for example, Svyaznoy-Bank or Bank in your pocket. You can get them in 15 minutes in your presence.
If you are too lazy to receive a card, you can use the opportunity to create a virtual bank card QIWI and put money on it through payment terminals or via the Internet. Yandex.Money has a similar map. But virtual cards are always considerable commissions for transactions, deposits, etc., plus their validity period is small. It may be more profitable to have a “normal” card, especially if you buy on eBay regularly.
When registering at Paypal, choose a “Personal” account, in others there is no great sense, since Russians cannot receive money anyway, and, accordingly, they cannot trade either. Personal information and especially the name must be entered in Latin. Although the interface of the payment system is Russified, you are going to shop abroad.
When registering a plastic card with Paypal, it will be taken out of $ 1 for verification (more precisely, they will reserve this amount and return it after some time, it depends on the bank - it can be a couple of days, or 3-4 weeks). In principle, everything is already possible to pay lots. True, if the card is not verified, then a certain limit will be set on the amount of your purchases (you can see it in your personal account). The limit is enough for some inexpensive orders, but if you want to spend more, it is very easy to verify the card. Follow the instructions on the site, $ 1.95 will be withdrawn from your card (they will also be returned later), you will need to find out the transaction number (by phone, via the Internet bank or via SMS notification) and enter it in a special window in Paypal. All - limits removed.
Another important point in terms of payment. By default, currency conversion from rubles to dollars / euros, etc. carries PayPal, but the course is not always profitable. If during the auction the value of the lot does not reach your maximum bid, then you will buy it not for the maximum, but for the current bid.

To make it clearer - an example. The current price of the lot is $ 5. You bet a maximum of 10 dollars. If there are no more bids, you will buy a lot at the current price of $ 5. If someone puts in more than $ 5, then eBay will automatically bid for you, slightly raising the price (for the auction step, which depends on the price of the lot). If someone puts in more than 10 dollars, you will receive a letter - and you can either raise the maximum bid or refuse to buy. For especially "tasty" lots usually go fierce "battle" - and, in the final. If you are lucky, in the last seconds you can make a profitable bet, which you will not have time to kill. The network has a lot of services, the so-called "snipers", which are automatically "fired" rate in the last seconds. But keep in mind that you are not the only one so smart and, quite likely, your "sniper" will compete in speed with others - whoever is lucky will be lucky.
By the way, rarely, but there are lots, where the seller has set the minimum amount for which he is willing to sell the goods. This amount is called Reserve. This is a convenient option if you are reluctant to wait for the end of the auction and want to buy the item faster. On the other hand, the auction can save. However - not always. Sometimes, in the heat of the competition, people bring the cost to the one for which you can easily find the same lot with the “buy now” option. Personally, I rarely "butt" at auctions, because just too lazy to spend time on it, and the winnings are not guaranteed. Above the list of products there is a tab, by clicking on which only “buy it now” lots will be shown (or only auctions).
Often, “buy it now” lots are also found without an auction. Often they add the possibility of bargaining ("best offer"). You can offer your amount that the seller will reject or approve. True, hardly anyone will go to the big bargaining. You can throw off from the power of 5-10 percent.

Buying process on eBay

It's still easier. We first register on eBay if we haven’t done so yet. All fields are naturally filled in Latin.
Then we get to the main page. Experienced buyers will see products here that might be of interest to them based on previous acquisitions and rates, all the rest - lots with free delivery, the best deals of the day, etc.

Total categories a huge amount. The choice on eBay is really wide.
You can also search for the catalog of stores (yes, many sellers at the eBay site keep their stores, usually with goods belonging to the same category). Although I personally prefer a wide choice, not limiting myself to a certain “seller”.
Instead of rummaging through directories, it's easier to use a search - it's just great! Suppose we need a smartphone based on the Android OS. We write keywords, while seeing the suggestions-suggestions like in Google.
In the left column, you can narrow the search results by category, condition of the goods. It is also possible to choose the level and location of the seller, the format of the auction, limit the price frames, select lots with free shipping, etc.

Well, then we will be offered to choose the look, style, color, style, material, size. As you can see, the choice is huge, and it is very easy to clarify exactly what you need.

Next may be information about the seller. The “Top Rated Seller” badge means that the seller has high ratings from buyers, a good quality product and quickly sends the lots.
However, it is not necessary to choose Top Rated "sellers". If the seller has a lot of positive reviews, he can already be trusted.
Next comes the number of bets already made on the lot (if it is an auction) and additions about the possibility of "Buy it now" or "Best offer". Then the price plus the cost of delivery (or the mention of free delivery - only in the case of sorting the search results by price), in the rightmost part - the time remaining until the end of the auction.

I think everything is clear (time, price and delivery, distance, best offers). Sorting depends on your personal preferences, but if you are interested in goods delivered to Russia at a low price, then the best sorting option is “Price + Shipping: lowest first” (cost + shipping, starting from the cheapest). Thus, you can immediately see the cost of the lot and its delivery to Russia. Moreover, the first will go exactly the lots with delivery to Russia. With this sort, ebay can clarify your location. But the number of reviews is not the only important figure. After this number, there are percentages of positive feedback among all reviews. This is the main figure. If there are even 50 reviews, but 100% are positive - why not trust the seller? I recommend reading the reviews (including - separately negative and neutral), especially from those people who bought the same thing as you (if you can find it). After all, even if there are negative - and where without them - then it is not so bad. Most often there are moments of misunderstanding of the seller and the buyer. For example, the buyer did not see that the shoes were “undersized,” and left a negative review that the description was incorrect. And if I read the description, I would understand everything in advance. Well, reviews like “disappeared and did not send the lot” or “low quality goods” should make you think - is it worth buying from such a seller? By the way, the seller has the right to respond to negative reviews, explaining the situation.
eBay is generally good because everything is built on reviews. There are a lot of sellers and things too. And if the seller receives a lot of negative feedbacks, then the buyers will simply stop ordering from him - after all, there are a lot of other offers! Very good self-regulating system. Sellers are in every way afraid of bad reviews and are ready to do everything to make you satisfied. For example, they return the money in full or send a new thing at the first request, if the parcel did not arrive within 30 days.
Unscrupulous sellers are found, but those should be avoided by choosing those who have a lot of positive feedback. Although everyone started with something, and therefore a seller with a single review can “grow into the top seller”, but it’s better not to risk it.

Can I refuse to purchase the winning lot on eBay? The answer is unequivocal - not. You have made a transaction and are obliged to buy back the thing, and the seller is obliged to sell it to you. Of course, the cases are different, and therefore the possibility of canceling the bid at the auction is still provided. In short, you can cancel the bid in three cases:
1. You sealed in the amount and wrote, for example, $ 99 instead of $ 9 (and, after canceling the bet, you need to make a new one).
2. After your bid, the description of the lot has changed significantly.
3. You can not contact the seller in any of the available ways.
In addition, you can cancel the bid only at least 12 hours before the end of the auction. If later, then only within an hour after the bet, only your last bet will be removed, but not all. If these conditions do not suit you, and the bid must be canceled (or worse, you have already become the winner of the auction), then there is only one way out - immediately write to the seller, apologize and give reasons why you don’t want to buy the lot. I have had a similar experience, most often the “Sellers” go forward without any sanctions. But still, it is better not to abuse the refusals of the purchase, and always bet only on those lots that you really intend to buy and are able to pay. Remember: on eBay there is no way to win a few lots, and then buy just the one you like!
How is the delivery paid in case of buying several lots from one seller? As a rule, sellers offer a discount on delivery if they have more than one product. Many write separately about such a possibility (“combined shipping”) in the description of the lot and indicate the cost of sending another item. Naturally, the joint delivery is not possible if you buy goods from different sellers - because they can live in different cities, and even countries, and will not meet to go to the post office just for your sake.
Of course, the opportunity to save on delivery is possible not only when buying several copies of one lot, but also of different lots from one seller. How to order a "combined" delivery? Everything is simple, you need to talk with the seller. You write to him, they say, I want to buy this and that from you (you can specify links and individual lot numbers), is it possible to send them in one package and how much will it cost? You receive the answer, pay for the lots and wait for the parcel.
