I tried to get resources.arsc and pack it again without compression: 7za a -mx0 framework-res.zip resources.arsc
I got the size of the framework close to the original, I asked it - and everything started.

moreover, the framework did not re-sign, but left the old signatures (META-INF, AndroidManifest.xml)
