The program is written in JAVA.
The resources for translation are contained in .class, .properties, .xml, .html, it seems there could be no problems.
But when localizing resources in .xml, .html files (mostly they are in the root of the jar files), the program does not recognize them in Russian after launch.

I beg you to respond and explain what the error is and how to solve this problem.
