It is necessary to look at Weather Pro itself, in my opinion here: private / var / mobile / applications /, where all applications installed via iTunes are placed (there is no jail on my background now, but it seems that the path was correctly pointed out). When you find the folder with the program, then it should have a folder with the Russian locale, and it is calledru.lproj.
