A duplicate of the main layer was created and the Gaussian blur filter was applied on it (I don’t remember the value). Then, according to the layer mask, the blues are removed from the light source itself, from the lantern. This is the simplest "soft filter". Then a little corrected Levels, which added a "haze". A separate layer is the lantern itself. With it, Motion blur and then cloning the result of the blur in different planes and mask layers of "rays-glow" - a gradient to more blur the "rays" to the ends. Then work with the curves (Curves) - to achieve the effect of light overexposure in the center of the flashlight.
