Something is shorted on the power supply, it takes 3A from charging and draws down the voltage to 3.5V (or the charge goes to the protection). Problem with 8-foot mikruhoy VT4IB (or VT41B) - is boiled, and like with 5-foot 4W2FC.
In general, everything was done by replacing these two parts:
1) 5-foot 4W2FC, according to datasheet - LPW5206B5F (description - USB Power Loading Switch)

It is possible to replace the second part and it will not be necessary if you don’t burn it yourself, like me: blush: by throwing a more or less charged battery to the board. But it is not exactly.
