There is a possibility. But the slyly must be done.
In any program to block calls, select the "Reset" blocking.
And then go to the "call settings" of your phone. There is the "Call Forwarding" item.
(These menus are in all phones, even in ancient push-button - these are features of cellular operators. You can call a little differently.)
There in the "Call Forward" menu in the Count "Busy" - write any number that is not serviced by the operator (your old SIM cards or to make brains where such a number take) or a relevant SIM card, which lies in your box - the operator will say that the number is not serviced, or number is not available ...
As a result, when your blocking program will reset the call, the "Busy" signal will go to the line - the operator "grabs" this fact and immediately redirects the caller on the non-working \ non-existent number and tells it like "..Abonent is not available." It happens quite quickly and beautiful. The caller does not hear unnecessary beeps and does not suspect anything.
(It is necessary to realize that if you reset some incoming call with your hands - the operator will arrive in the same way - forwards to a non-working number.)
