The issue has been resolved with the drive. Cooling is the same for 15 and 17 in essence. The question is only about the edge now. 9300H vs 9750H. The difference is very big.
Oh yes ... there is one plus in favor of HP (which matters to me) is the WiFi module - 1x1 433 for Dell and 2x2 867 for HP.

Thanks for the options, BUT ... big BUT. I really want laptops not painted but strict. I am EXTREMELY enraged by these designs with "shields", "blots" and highlights. Well, there are options with 1060 (noticeably weaker than 1660) and i7-8750 (there is also a significant difference with 9750).

From the advantages of DELL:
Cheaper by 9000

Much stronger processor

And the advantages of HP:
From the box, 2 channels of memory on 16GB (in Dell I definitely have to buy more memory)
144Hz larger screen
Larger case for better cooling

That is, it basically comes down to a choice - processor or screen? You can still live without a hard drive (both have 512GB SSDs), and memory can be bought in any case.
