I made the restoring of iphone 4s with this utility. Recovered from iCloud copy. Zayetil that even though the music was deleted for example, but many tweaks (activator, winterboard, AirBlue Sharing, etc.) remained in the form of icons on the table.
I tried to install from Cydia SBSettings. After installation - respring. After respring, the SBS icon appeared, but there is no menu with toggles. And in the settings menu with Activator and AirBlue not.
Over all, it is clear that the phone is in Safe mode. But! There is no Exit Safe Mode button in the status bar, it is not treated with respring and reboot.

Update installed iLEX RAT, deleted all tweaks through it, installed SBS - the same garbage.
Update 2 I went to Activator - he says, they say Mobile Substrate does not work. I went to Cydia and reinstalled Mobile Substrate - it all worked!
